Legal & Compliance

General information about the regulatory framework relevant to certain inbound call-routing programs.

Important: This page is informational only and is not legal advice. Specific programs may involve different facts, regulations, contracts and consumer disclosures. Appropriate counsel should review applicable call flows and commercial arrangements.

Inbound call routing

Call Delivery Systems works with inbound telephone traffic, including calls that may not have reached the caller’s originally intended destination. Depending on the program, a carrier or traffic partner may route such calls to a third-party platform for handling, screening, research or connection to a service provider.

Intercept messages and emergency numbers

Federal rules include specific obligations involving intercept messages for certain disconnected emergency-service numbers. One relevant provision is 47 C.F.R. § 64.3004. Programs involving emergency numbers, public-safety access or other regulated services should be handled separately and with appropriate legal review.

Program-specific compliance

CDS programs are intended to operate with clear routing rules, appropriate consumer-facing disclosures and documented partner requirements. Depending on the use case, additional federal or state requirements may apply, including requirements relating to privacy, marketing, call recording, telecommunications and consumer protection.
